President of the Stipend Teachers Association Durga Prasad Yadav has written a letter to the vice-chancellor of the university and demanded that the decision be reviewed .He said no government order had been issued regarding the stipend and ad hoc teachers, nor had the working committee of the university taken any decision. So the proposal of the university authorities to cancel the ad hoc teachers system and introduce assignment basis teachers had generated a sense of insecurity among the ad hoc teachers.
Dr Yadav said ad hoc and stipend teachers constituted one- third of the total strength of the university teachers. They were providing their services to improve the academic atmosphere and their harassment through such orders would adversely affect their efficiency. He further said that the financial committee had approved a proposal to pay Rs 150 per lecture to the ad hoc teachers and the maximum payment was fixed up to Rs 9,000 per month.
But in the academic session 3005-06, finance officers had stopped the bills of the stipend of the teachers on the pretext that there was no verification of the actual educational work from the heads of departments. He said ad hoc teachers in zoology, geography, and ancient history got full payment but those of other departments were deprived of four months’ payment in the previous academic session.
Yadav claimed that non-teaching work such as furnishing the forms and invigilation duty during examinations also came in the purview of teaching work but the finance officer had deprived the teachers of the stipend due to vested interest. He demanded that reservation norms should be followed in appointment of ad hoc teachers and the appointments of dependents of the university staff as ad hoc teachers should be banned.
