The youth identified as Pushkar Chand hailing from this district of Uttaranchal alleged that he was tortured by the Royal Nepalese Army during his detention, they said.

Chand was arrested on April 17 by the Nepalese army when he had gone to meet his sister in Baithri district of Western Nepal, police said.

The youth may have been detained on suspicion by the army of the neighbouring country that he was loyal to the Maoists there, police said.

The district administration will take up the case with the higher authorities in Delhi.
