"Those who talk about having a debate on the abrogation of Article 370 are out to rake emotions and create a stir, and nothing else. I must tell these forces that Article 370 is not the Babri Masjid, that it can be demolished," she said.
Modi, during his rally in Jammu on Sunday, had sought a debate on the utility and pros and cons of 370.
Describing Article 370 as the "only link connecting Kashmir with India", Mehbooba said, "The Parliament of the country is not constitutionally mandated to review or scrap Article 370 of the Constitution of India."
She asked the BJP leadership to follow in the footsteps of former prime minister Atal Bihari Vajpayee, who extended a hand of friendship to Pakistan from the state and assured a humane solution.
"All should desist from divisive issues and follow Atal Bihari Vajpayee in building bridges," she said.
She asked the BJP "not to follow the beaten track", but a futuristic vision on the Kashmir issue.
