Pay government doctors better

To bring about a meaningful change in government hospitals, the government must first focus on changing the attitude of its doctors.

To bring about a meaningful change in government hospitals, the government must first focus on changing the attitude of its doctors. And I think one way to do this would be to pay them better. Doctors in the private sector currently earn a lot more than what our government doctors do. This no doubt causes much frustration, which they then take out on their hapless patients.
