Protest against CAG proposal

THE COMPTROLLER and Auditor General’s proposal for introducing examination system for promotion of section officers/assistant audit officers (SO/AAOs) to the post of audit/accounts officer (AOs) has come in for sharp criticism from the employees’ organisations.

To recall, the CAG’s administration had issued a letter to all heads of departments (HoDs) of Indian Audit and Accounts Department, inviting comments on a proposal to introduce examination system for SO/AAOs having 10 years service for promotion as AOs (wide CAG’s letter no. is 671 GE-II/ 2006 dated August 15, 2006).

Till today the SO/AAOs are being promoted to AO’s cadre on seniority-cum-fitness criteria. This move to introduce one more examination for promotion to AO’s post is totally unacceptable to AG employees because it violates Article 14 and 16 of the Constitution, said general secretary of the Central Government Employees’ Coordination Committee of UP, Kripa Shankar Srivastava. He said the proposal of holding a limited departmental examination through all-India examination for AAOs for promotion to the post of AOs was under active consideration of the CAG. Srivastava said CAG’s administration move to change the promotion criteria would be protested tooth and nail by AG employees.
