Shah raked up the issue of relief and rehabilitation for Talwara migrants at par with those of the Kashmir migrants. He had moved an adjournment motion to suspend the question hour and to debate the plight of Talwara migrants, which was disallowed by the chairman.

Raising his voice, Shah tried to disrupt the proceedings of the House, and trooped into the well, demanding from the Council chairman, assurance for the migrants, saying that their rehabilitation should be at par with the Kashmir migrants as per the directions of the Supreme Court.

Shah also demanded cancellation of the proceedings of the House, which was also disallowed by the chairman.
