Australian Lleyton Hewitt and American Andy Roddick are the prime beneficiaries of the formula used to decide the men's seedings, which uses a player's grass court performances over the last two years to adjust the current ranking on the ATP tour.
Hewitt, who rose to 9th in the rankings after winning the Wimbledon warm-up tournament at Queen's for the fourth time on Sunday, has been seeded sixth, boosting his chances of adding another Wimbledon title to the one he won in 2002.
Former world number one Roddick, beaten by Federer in the last two Wimbledon finals, is seeded third, two places above his world ranking.
Rafael Nadal's form on clay was sufficient to ensure he was seeded second, despite his poor record on grass. The French Open champion has never got beyond the quarter-final stage of any tournament on the surface.
David Nalbandian of Argentina, the 2002 runner-up to Hewitt, is the fourth seed while Andre Agassi, who may well be making his final appearance at Wimbledon, had to settle for a lowly 26th-seed spot after missing last year's tournament through injury.
