Staff shortfall: Govt lifts ban on teachers? postings

THE STATE Government has lifted ban on postings of rural area teachers in primary schools in urban limits to cope up with the massive shortfall of teaching staff.

The government in a letter 1855/79-5-2006 dated July 7, 2006 had allowed Basic Siksha Adhikaris (BSAs) to post teachers in rural areas of urban limit. The new arrangement is expected to provide a much-needed relief to officials dealing with massive shortage of teachers in primary schools of urban areas in the State. Moreover, it would also provide an opportunity to primary teachers to have their job placement in the city urban area.

It is worth mentioning that as per Basic Siksha Teachers Service Regulation 1981, the Parshadiya primary teachers are divided in various categories in a district. These are rural area teachers working with development blocks, Nagar Nigam teachers posted within municipal

limits and teachers posted in Nagar Panchyats.

Interestingly, these teachers were restricted for their posting in their working limits. Whereas, over all administration of primary education is being governed by the Basic Siksha Adhikari (BSA) at district levels, including the posting of primary teachers and deployments of teachers.

Since, selection of primary teachers was not being done by the respective Nagar Nigams for long time. Therefore, posting restrictions were not allowing the respective districts BSAs to meet the shortage of primary teachers in schools located in the municipal limits.

But new direction of the State Government would provide relief to district primary education authorities to maintain the posting balance of teachers in all the schools at the district.

Talking to the ‘Hindustan Times’, BSA Komal Yadav said the more power provided by the State Government was likely to boost the primary education in the urban area, which was deteriorating due to shortage of teachers.

Moreover, the new order for teachers’ posting would also help the district primary education authorities in their efforts of proper distribution of teachers in schools all over district, Yadav added.

Under the new arrangements, the rural areas teachers would be asked to sent their option for the urban area and their posting would be made according to their seniority.
