State Govt issues new guidelines

STATE GOVERNMENT has issued guidelines and fixed responsibilities for systematic management of departmental hostels and ashrams for Scheduled Tribe students.

STATE GOVERNMENT has issued guidelines and fixed responsibilities for systematic management of departmental hostels and ashrams for Scheduled Tribe students.

Government issued instructions for making proper arrangements in these institutions and to ensure making adequate facilities available there.

Instructions have been issued to run departmental hostels and ashrams better by preparing, ‘Inspection Rosters’ every year and their regular inspections. Besides maintaining buildings and keeping their premises clean, health check-up of students studying in these institutions will also be held regularly.

Government has warned of strict action against responsible officers if mismanagement in these hostels and ashrams were noticed. In this connection, all Collectors, assistant commissioners and district conveners of the Tribal Welfare Department have been instructed to obey new guidelines strictly for proper management of hostels and ashrams.

The Government has also issued instructions regarding arrangements for clean drinking water, electricity and water for other use is made in hostels and ashrams. Alternate arrangement to provide electricity to inmates of hostels in case of power cut should also be made.

It has been stated in the instructions, to ensure provision of proper bedding material, utensils for preparing meals, plates for serving meals, water storage and grain store should be made available in hostels and ashrams.

Stores should be cleaned from time to time, overhead water tanks should be cleaned once every three months and special attention should be paid for the maintenance of drinking water and food grains so that any untoward incident like serving poisonous meals to inmates of hostels and ashrams could be avoided.

For health check up of students, every month the nearby health centre, dispensary or hospital, the chief medical officer should be contacted.

It had been brought to the Government’s notice that the process of preparation of inspection rosters and regular inspections was not being strictly followed. According to inspection rosters, assistant commissioner and district convener have to inspect hostels and ashrams once in three months and they will inspect all arrangements and records in detail.

Project administrator and assistant project administrator will inspect every hostel and ashram every three months. Development education officer and development block officer (in tribal block) and area convener will carry out inspection twice a month in tribal districts and principals of Government school and higher secondary schools will inspect hostels under their jurisdiction once a week and the zone convener will inspect hostels once in a 15 day period.

All officers and employees have been instructed to discharge their duties with full responsibility and action will be taken against those who fail to obey instructions.
