The coach was travelling from Huautla de Jimenez to Mexico City on Wednesday when it plunged 200 metres into a ravine, said a local police official.
Bus accidents occur frequently in Mexico, linked to poor vehicle maintenance, overcrowding, speeding and drivers who take undue risks.
Twenty-two passengers were killed on December 28 when a bus driver raced to get ahead of a train near Mexico and collided with it.
