Sources said Singh was likely to join on December 14 but officials did not confirm the posting of the new secretary.
Meanwhile, the ongoing strike of GDA employees continued on the second consecutive day.
The employees are on strike in support of their eight-point charter of demands, including regularisation of services and merger of 50 per cent DA in their basic salaries.
President of the employees association Jaiprakash Mishra expressed concern over the issue.
Addressing a meeting of the employees Jayprakash accused the vice-chairman of adopting a confrontational posture and demanded that chairman and divisional commissioner Dr Moolchand Yadav should intervene to end the deadlock.
