Want JNNURM funds? Don?t delay reforms

UNION URBAN Development Ministry has rejected Bhopal Municipal Corporation?s (BMC) idea to defer tax reform and asked the civic body to put up a fresh financial proposal, mentioning its commitment to introduce the reform measures necessary for obtaining funds under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM) from next fiscal itself.

UNION URBAN Development Ministry has rejected Bhopal Municipal Corporation’s (BMC) idea to defer tax reform and asked the civic body to put up a fresh financial proposal, mentioning its commitment to introduce the reform measures necessary for obtaining funds under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM) from next fiscal itself. The BMC has submitted various schemes worth Rs 2,153 crore under the JNNURM.

While submitting the JNNURM proposal, the BMC had committed itself to implementing the reforms in a phased manner starting after three years. The Union Ministry, however, insisted reforms must start from the next financial year and the BMC prove its financial self-sufficiency at the earliest.

Now, a new financial report on reforms would be submitted to the Union Government in the meeting being organised next week at New Delhi. To get funds under JNNURM, local urban bodies are required to implement several reforms including tax rationalisation with an objective to operate and maintain various schemes including water supply.

The BMC expects to get an amount of Rs 50 crore in the next fiscal even as proposals worth Rs 255 crore are being considered for approval. Mayor Sunil Sood said a fresh financial report would be submitted in the next meeting.

He said Bhopal was quite ahead in forwarding documents for JNNURM and expressed the hope the BMC would soon get funds under this scheme.
