Officially, however, SEC secretary Tapas Ray maintained, “We are examining the letter sent to us by the state government on Saturday. The government has asked us to issue notification for the polls but it is sticking to its demand for two-phase (April 26 and April 30) polls under the supervision of state police.” The SEC has been insisting on a three-phase poll under the security cover of central forces.
