Cracking a whip on the violators, the Patiala Development Authority (PDA) has sealed 31 marriage palaces in the area falling under its jurisdiction in the past four days and 13 more palaces will be sealed by Monday.
All these 44 palaces, located in four districts including Patiala, Sangrur, Barnala and Fatehgarh Sahib were running illegally for the past several years.
The Punjab government gave them a chance in 2012 to regularise their operation by paying for change of land use and applying fresh for building-plan approval and other required safety norms. Even as the scheme lapsed on December 31, 2012, several palaces did not apply for regularisation and continued to run illegally.
Recently, the PDA carried out a survey of all 177 marriage palaces under its jurisdiction and found that 16 marriage palaces did not apply for the regularisation under the then scheme of the state government.
Further, 28 marriage palaces were those which applied for regularization but were later declared unfit for operation by Senior Town planner, Patiala, as these were operating near schools and hospitals and did not meet the required norms set for operating marriage palaces.
Simarpreet Kaur, Assistant Chief Administrator, PDA, said that based on our survey report, PDA sent evacuation notices to these 44 violators about a month ago asking them to close down their operation. "After getting no response from them, we then moved ahead sealing these buildings, running in contravention with state rules," she informed
Executive Engineer of public health department Vijay Janjua informed that till today, the department had sealed 31 marriage palaces and rest of the illegal places would be sealed in next three four days. He said that all these palace owners had enough time to take appropriate action at their own level but the departmental notices were not taken seriously. "Hence we began our enforcement exercise," he added.
According to him, the enforcement was required since none of the sealed palaces and those under process met the required fire safety norms and other security aspects. These palaces were running for over 10-15 years. "Currently, we have no policy to regularise the existing marriage palaces. We can't say how these places will be de-sealed now", he said.
As checked, the Sangrur district has 24 illegal palaces, followed by Patiala with 10, Barnala 9 and Fatehgrah Sahib only one.
Out of those sealed, five palaces are already non-operational including Bhinder palace, Patiala, Rangla Resorts, Samana and others. Owners of one of these palaces said that it was wrong on the part of the PDA to seal even those palaces which were not functioning. Defending the action, Vijay Janjua said, "No one had responded our show cause-notices. If they submit the proof that the palaces are not working, we will definitely act accordingly", he added.
