The public health employees had left the manhole uncovered after cleaning it. They put the cover after some time without noticing that a boy has fallen into the manhole.

While looking for the child, his family lifted the manhole cover and found his body floating in the gutter. The residents of the colony staged a demonstration outside the deputy commissioner's residence and demanded stern action against the guilty.
