On September 17, he was divested of the independent charge of director agriculture and a junior officer given the additional charge of this office. The petitioner is the most senior joint director officiating as director for more than three years and nine months. His service record is unblemished.

Punjab has earned many awards for food-grain production during his tenure. “Ignoring all these facts and the government guidelines that the officiating/current duty charge be given as per seniority, the additional charge of director agriculture was given to another officer because of oblique and mala-fide motives,” Sandhu submitted in the court.

The single-judge bench of justice GS Sandhawalia passed the stay order.
