In the complaint, Dhumal said three trained graduate teachers were transferred after the code came into force. "When the teachers sought the district electoral officer's permission he suggested they should instead go to the chief electoral officer," he said.

Dhumal also accused the elementary education deputy director of violating the poll code.

"One of the three teachers, Des Raj, was transferred to Galod Government Senior Secondary School on March 12, Ashok Kumar was shifted to Garli on March 13 and Raj Kumar joined Byad Secondary School in Hamirpur districts", he said.

He urged the poll panel to take stringent action against those found guilty of flouting the election code.
