Referring to certain media reports about the pitiable condition of some of the government school buildings, Khanna had stated that it was due to the unsafe conditions and inadequate facilities that parents preferred to send their wards to private schools, in spite of the fact that government institutions had more qualified teaching staff. He also invited the attention of the commission to unsafe water tanks in some of the schools of Hoshiarpur district.

The government had made efforts to encourage admissions in its schools, but due to the negligence of district education authorities, the benefits had not reached the schools, he had complained. A bench comprising justice Baljinder Singh and justice LR Roojam accepted the complaint and issued a notice to the government through DGSE.
