UN Secretary-General said that Kashmir issue needed to be resolved bilaterally and by peaceful means. Antonio Guterres also recalled the 1972 Simla agreement on bilateral relations between India and Pakistan. The Secretary-General's spokesman Stephane Dujarric addressed reporters on Thursday. India revoked Article 370 of the Constitution to withdraw the special status given to J&K. The state was bifurcated into 2 Union Territories — Jammu & Kashmir and Ladakh.
