Putin's 2nd nuclear shock to US after Burevestnik missile launch: Russia exits plutonium pact

Just days after Russia’s successful Burevestnik nuclear cruise missile test, President Vladimir Putin has delivered another shock to Washington by formally pulling Russia out of the landmark Plutonium Management and Disposition Agreement (PMDA) with the US. The decree comes as US President Donald Trump’s rhetorical threats and calls for Putin to focus on Ukraine appear to have backfired, fueling instability and anxiety in Kyiv.
