"Iran has entered every negotiation with meticulousness and seriousness keeping in mind the interests and concerns of the Iranian nation," foreign ministry spokesperson Esmail Baghaei told reporters in Tehran.

"Once an understanding has been reached it has acted in good faith and seriousness in fulfilling its commitments," he said. "The Islamic Republic of Iran has never been the first to violate its commitments."

Baghaei said Iran would stop implementing the memorandum of understanding if the United States did not uphold its side of the agreement to end the war.

"Each time the other party has failed to meet its obligations, we did not uphold ours… We will continue to act in this manner," he said.

French Foreign Minister Jean-Noel Barrot told French media that there would be "no lifting of sanctions" on Iran as long as it had not "renounced its nuclear programme".

Barrot had said last month that France wanted to play a role in negotiations over Iran's nuclear programme and would not support lifting United Nations sanctions unless it was satisfied with the terms of a final peace agreement between the US and Iran.

France is one of the five permanent, veto-wielding members of the United Nations Security Council.

According to Kpler shipping data, only six vessels transited the strait on Sunday, including the Very Large Crude Carrier Humanity, carrying about two million barrels of Iranian oil, and the Capetan Andreas, transporting around 500,000 barrels of Kuwaiti petroleum products. The author argues that repeated Ukrainian drone strikes have knocked out about one-third of Russia's diesel production capacity and damaged refineries accounting for roughly 70% of the country's processing capacity, forcing Moscow to curb fuel exports while shipping more crude abroad.

As a result, crude prices have eased while refined fuel prices have remained high. The benchmark 3-2-1 crack spread, a key measure of refining margins, has surged to around $60 per barrel, far above its historical average of about $10.50.

The tight market has been compounded by reduced refining activity in the Gulf, US releases from the Strategic Petroleum Reserve that boosted crude supply but not refined fuels, and lower refinery runs and fuel exports from China.
