Police official Prum Pao says the truck was carrying iron construction beams as it sped downhill in the rain and hit the bus head-on Friday. All the victims were Cambodian.
He says the bus was headed to Sihanoukville, the country's most popular beach resort. It is 115 miles (185 kilometers) southwest of the capital, Phnom Penh.
Prime Minister Hun Sen has repeatedly urged Cambodians to respect traffic laws and drive slower to reduce road accidents. Some 1,700 Cambodians died in traffic accidents last year.
