Rescue workers said the plane was carrying five members of the secretariat of education.
"The plane took off from an airfield toward the interior (of the state of Amazonas) and a few minutes after takeoff requested permission to return to the landing strip," said a spokesman for the local air command.
"When the radio tower requested information on the emergency, there was no response from the aircraft."
Officials said the aircraft crashed yesterday near a religious seminary on the outskirts of Manaus, and immediately caught fire.
