Brown is due to speak to President Hamid Karzai later to voice his condolences at the attack, which has been claimed by the Taliban, his official spokesman told reporters.
"The prime minister condemns today's suicide bomb attacks in Kabul in the strongest possible terms," the spokesman said.
"Outrages like this will not prevent the successful conclusion to the international efforts to return Afghanistan to peace and security."
The attacks consisted of a car bombing and two small blasts which killed 16 people including nine Indians, a diplomatic adviser to Italian Prime Minister Silvio Berlusconi and a Frenchman.
