The approval came at a meeting of bureaucrats from the National Police Agency, the Internal Affairs and Communications Ministry and seven other government offices on Monday, the officials said.
The plan will receive a formal endorsement on Tuesday from a meeting of Cabinet ministers in charge of anti-crime measures led by Prime Minister Naoto Kan, they said.
The government intends to conduct preparations to make effective blocking possible within the current fiscal year through next March, they said.
