Police and military officials say four people on board, including Quezon provincial Gov. Rafael Nantes, two of his security personnel and the pilot were charred beyond recognition. Two people on the ground were also killed and at least two houses were in flames at the crash site in Lucena city in Quezon, about 70 miles (110 kilometers) southeast of Manila.
