On Monday, Wen surprised an Indian delegation of policy planners with an hour-long meeting instead of the scheduled 30 minutes. Last week, Wen addressed a youth delegation from India for the first time in six years since the exchange was started.

Policy-makers from both economies are meeting for two days in Beijing for the first strategic and economic dialogue started on the initiative of Wen and PM Manmohan Singh.

"We definitely got a sense that Wen is very interested in this dialogue,'' the planning commission's deputy chairman Montek Singh Ahluwalia told the media. Wen told the delegation to India and China should identify areas more areas of cooperation, create an investment-friendly environment and suggested enhancing mutual exchange on international forums at the WTO, G-20 and on climate change.
