"The injection of water at reactors one, two and three has stopped and the outside power supply to all three has also been cut," an official from Tokyo Electric Power said.

"The company ordered workers to withdraw and stay in a quake-proof building," a spokesman for the operator said. "We don't know many workers were involved."
