The bomber who was on a bicycle blew himself up Sunday night at a checkpoint near a mosque in the Sunni neighbourhood of Adhamiyah, the source said.
Six of the killed and many among the injured were members of the anti-Al Qaeda awakening council, it added.
Sporadic attacks have continued in Baghdad despite the US and Iraqi officials reporting a relative lull in violence during the past months.
