"There was no decline in LeT's strength in 2011," said US state department's counterterrorism chief Dan Benjamin.
He said there was a 12% drop in the number of terrorists incidents in 2011 compared to 2010.
While the core of al Qaeda was weakened by the killing of Osama bin Laden and attacks on its members in Pakistan and Afghanistan, its affiliates were growing specially in Africa.
