11 bills get assembly nod

No hardcore prisoner will now be released on parole or furlough in the state according to the amended Haryana Good Conduct Prisoners (Temporary Release) Act, 1988, passed by the Haryana Vidhan Sabha here on Tuesday - concluding day of the monsoon session.

No hardcore prisoner will now be released on parole or furlough in the state according to the amended Haryana Good Conduct Prisoners (Temporary Release) Act, 1988, passed by the Haryana Vidhan Sabha here on Tuesday - concluding day of the monsoon session.

The Haryana Good Conduct Prisoners (temporary release) amendment Bill, 2012, was passed to amend Section 2 of the Act to prevent hardcore criminals from committing crimes and to eliminate the chances of their running away during parole or furlough.

The amendment was made in view of repeated incidents in which the hardcore prisoners were released temporarily on certain grounds and committed heinous crime besides absconding.

According to the Act, a hardcore prisoner would be a person convicted of dacoity, robbery, kidnapping for ransom, murder with rape, serial killing, contract killing, murder or attempt to murder for ransom or extortion, causing grievous hurt, death or waging or attempting to wage war against government, buying or selling minor for purposes of prostitution or rape with a woman below 16 years or such other offence as the state government might, by notification, specify.

The assembly also passed Haryana Appropriation (No 3) Bill, 2012, The Maharshi Dayanand University (second amendment) Bill, 2012, Bhagat Phool Singh Mahila Vishwa Vidyalaya Khanpur Kalan (second amendment) Bill, 2012, the Kurukshetra University (second amendment) Bill, 2012, Chaudhary Devi Lal University Sirsa (second amendment) Bill, 2012, the Punjab Scheduled Roads and Controlled Areas Restriction of Unregulated Development (Haryana Amendment) Bill, 2012, the Punjab New Capital (Periphery) Control (Haryana Amendment) Bill, 2012, the Haryana Municipal Corporation (amendment) Bill, 2012 and the Punjab Agricultural Produce Markets (Haryana Amendment) Bill, 2012.

Stating that it had become imperative to make certain amendments in the Haryana Municipal Act, 1973, and the Haryana Municipal Corporation Act, 1994, so that these Acts and the property tax system were in sync with each other, amendment in the Bill was required to address the problem of stray animals within the municipal limits.

The Punjab Agricultural Produce Markets (Haryana Amendment) Bill, 2012, was passed to make amendments in sections 1 and 2 of the Punjab Agricultural Produce Markets Act, 1961, to facilitate remunerative prices for agricultural and horticultural produce and protecting the interest of farmers.
