Bains appointment as PCA chief challenged
The recent appointment of Punjab's ex-home secretary DS Bains as chairperson of state's Police Complaints Authority (PCA) challenged in high court. High court issues notices to Punjab govt as well as Bains, directing it to file reply by April 7.
