The dharna that was led by Kang was organised by the Congress on the Kharar-Chandigarh national highway, gave an ultimatum of one month to stop step motherly treatment to some wards of Kharar city by the municipal council.

Kang threatened to gherao the residence of chief minister Parkash Singh Badal in Chandigarh.
He said, “Punjab Congress would raise the issue of non-development in Kharar and rampant corruption in the municipal council in the Punjab Vidhan Sabha during the ensuing budget session,” while addressing the protestors.

Before blocking the road a protest march was held in Kharar and a dharna was staged at the MC office.

The traffic on the Kharar-Chandigarh highway was blocked for about 30 minutes.
Kang said, “The council is not responding to the request of undertaking development works.

The state of roads is bad but no one is paying heed. During the recent visit of union railways minister Pawan Kumar Bansal, MC had failed to respond to his request for repairing the road.”
