In a major blow to the municipal corporation, the National Green Tribunal has barred it from dumping waste in Patiala ki Rao rivulet at Phase 8B, Industrial Area, where the the former is dumping 100 tonne of solid waste daily for the past eight years.
On the other hand, even after two years the MC has not acquired 50-acre land earmarked for a dumping ground at Samgauli village near Dera Bassi, though it had assured the Punjab and Haryana high court in May 2012 that it will develop an alternative site for the same.
Acting on the petition of the Mohali Industry and Commerce Association, which stated that there is indiscriminate dumping of un-segregated municipal waste at Sector 74, which is causing serious environmental and health hazards, the green tribunal, on Tuesday, asked the MC to file a reply within two weeks.
The order said the authorities will not dump any kind of waste at the existing dumping ground, but can do it only after taking due precautions and strictly in accordance with the Municipal Solid Wastes (Management and Handling) Rules, 2000.
The tribunal also pulled up the Punjab Pollution Control Board for not properly implementing the norms.
SAS Nagar MC commissioner Uma Shankar Gupta said, “We have not received the copy of the National Green Tribunal orders and once we get it, will act accordingly. As far as the dumping site at Samgauli is concerned, we will soon start the land acquisition process. It will take another year to complete the process.”
In 2006, the Greater Mohali Area Development Authority (GMADA) had allotted a 13-acre site in Phase 8-B for dumping solid waste. However, the same year residents approached the court against the practice of garbage dumping.
In May, 2012, the MC stated in the court that they will develop an alternate site at Samgauli village near Dera Bassi and the court allowed the MC to throw garbage at the 13-acre site. However, for the past two years, the MC has been dumping garbage at the illegal site at Patiala ki Rao.
The illegal dumping of waste is affecting over 10,000 employees working in establishments situated in the vicinity of the site. Also, the civic body is causing blatant water, air and ground pollution in violation of law.
