The demand was made following a meeting of the Dal Khalsa, Damdami Taksal and SAD (Panch Pardani) at Golden Temple to observe the death anniversary of Beant Singh, one of the assassins shot dead in 1984. His accomplice Satwant Singh and conspirator Kehar Singh were tried and hanged after the assassination.

Akal Takht jathedar Giani Gurbachan Singh and a couple of Shiromani Gurdwara Parbandhak Committee officials were present. A resolution for the memorial was later passed.
