Videography during the recording of FIRs and witness statements, crime scene inspection and preparation of inquest report etc. could be of great assistance in fair investigation for solving cases of serious crime, the Punjab and Haryana high court has opined.
The high court has called upon Punjab's director general of police (DGP) to look into the matter and discuss it with the principal secretary of the home department, to begin with it as a pilot project in certain areas in the state where the crime graph is high. The directions came from the division bench comprising chief justice Sanjay Kishan Kaul and justice Augustine George Masih, based on a public-interest petition by a Asha Rani, a woman from Jalandhar.
After having issued clear directions during last hearing, the high court was on Tuesday not satisfied by the reply of principal secretary (home) DS Bains regarding crime investigation and law and order. "The DGP would file an affidavit on the desirability of the suggestion made by the petitioner. Prima facie to our mind, these (videography) can be of great assistance," said the court.
The court also made it clear that if no satisfactory arrangement was found by the next date, the court would be constrained to call upon two officers for assistance. Punjab's advocate general Ashok Aggarwal assured the court: "I'll write to the authorities concerned to start it as pilot project in at least five or six cities first." The next hearing is on October 28.
The petitioner had sought directions for investigating all offences with the help of videography to dispel the impression of false implication of the accused and achieve the object of fair investigation. She had also requested that videography be used while preparing autopsy report and seizing incriminatory articles during personal search.
