As per the schedule issued by the EC, filing of nominations will begin on October 7 and conclude on October 14. Nominations will be scrutinised on October 15 and the last date of withdrawal of candidatures is October 17, the EC said.
With the announcement of the bypoll, the model code of conduct has come into force with immediate effect in the Adampur assembly constituency and Hisar district.
The Adampur assembly by-election was necessitated due to the resignation of Kuldeep Bishnoi, a former Congress MLA who joined the BJP. He is the son of former chief minister Bhajan Lal.
The constituency has about 1.70 lakh voters, including 79,000 women. Bishnoi, who had merged his Haryana Janhit Congress (BL) with the Congress before the 2019 assembly polls, won the election as a Congress candidate securing 63,693 votes, about 51% of the polled votes.
Bishnoi had defeated BJP’s Sonali Phogat by about 29,000 votes. Phogat who also considered herself a contender for Adampur was found dead in Goa in August.
Bishnoi had voted against Congress candidate Ajay Maken in the Rajya Sabha elections in June and resigned from Adampur assembly constituency on August 3.
While the BJP is likely to field Bishnoi or his son Bhavya for the by-poll, former ministers, Jai Prakash and Sampat Singh, both Jat leaders, are the frontrunners for the Congress ticket. The Aam Aadmi Party (AAP) is contemplating to field a candidate from the backward class (Kumhar) community.
Meanwhile, the EC has directed that in order to make the right to information of a voter more effective and meaningful, political parties are required to publish information regarding criminal antecedents of candidates on the homepage of their websites, newspapers and on television channels. The information about the criminal antecedents of the candidates will also be available on EC’s mobile application – Know your candidate.
