The rules establish a comprehensive framework for the enlistment, upgradation, revalidation and regulation of contractors undertaking works of the MC. They prescribe uniform eligibility criteria, documentation requirements and evaluation procedures to ensure that only technically competent and financially sound agencies are entrusted with MC projects.

As per the office order issued by the engineering wing, applications for enlistment will be processed in accordance with the prescribed rules. The order also specifies the competent enlisting authorities and designated officers for submission and processing of applications relating to the buildings & roads (B&R), public health, horticulture and electrical wings.

The rules require contractors to furnish details of completed and ongoing works, certificates of satisfactory performance, annual turnover, banker’s certificate, net worth, statutory registrations and other supporting documents. Applicants are also required to disclose previous enlistments to strengthen transparency and accountability in the enlistment process.

An MC official said the introduction of these rules will streamline the enlistment process and will ensure equal opportunities for eligible contractors..
