The Kulgam police on Monday busted a module of proscribed terror outfit Hizbul Mujahideen (HM), involved in the killing of sarpanch Shabir Ahmad Mir in south Kashmir’s Kulgam district, with the arrest of three terrorist associates, said inspector general of police (IGP) Kashmir range Vijay Kumar. Police said that the vehicle used in this attack and two pistols have been seized from them.

“During investigation, it was learnt that the sarpanch was killed by HM terrorist Mushtaq Yatoo, on the directions of HM chief terrorist Farooq Nalli,” Kumar said.

Three panchayat members have been killed this year, including two in March, which has caused panic among the panchayat members across Kashmir.

Police on Sunday had arrested a militant and an overground worker who were involved in the killing of an off duty CRPF officer, Mukhtair Ahmad Dohi, in Shopian on Saturday.

On March 9, an independent sarpanch, Sameer Bhat, was shot dead by terrorists in the outskirts of Srinagar. A week earlier, terrorists shot dead an independent panchayat member, Mohammad Yaqub Dar, in the Srandoo area of Kulgam.

The leaders of mainstream political parties have blamed the government for failing to provide them security. The police said Mir had left his secure accommodation in Srinagar and travelled to Kulgam without informing police. IG Kashmir on Saturday had chaired a level security meet in Kulgam district.
