HSPCB seals 48 illegal RMC plants in Gurugram, recovers ₹1.57 crore

The pollution board has filed prosecution against 10 units, with 26 more cases under process, while recovery of outstanding compensation is underway.

The Haryana State Pollution Control Board (HSPCB) has sealed 48 unauthorised ready-mix concrete (RMC) plants in Gurugram, dismantled 20 and recovered over ₹1.57 crore in environmental compensation during its enforcement drive in June and July, officials said.

Of the 48 sealed units, 20 have been completely dismantled and two partially dismantled. Closure has been recommended for three units, while one has been served a show-cause notice, officials aware of the crack down added.

Akansha Tanwar, regional officer, HSPCB-North, Gurugram, said ₹1,57,07,063 had been recovered, with proceedings for the remaining amount underway.

Prosecution has been filed against 10 RMC units, while 26 additional cases are under process through the General Inspection Module of the Online Consent Management and Monitoring System (OCMMS), officials added.

The HSPCB has approached the deputy commissioner’s office for recovery of outstanding compensation under the Land Revenue Act, with recovery certificates generated. It has also sought expedited action from SDMs and Tehsildars and requested SDMs to take custody of the illegal plants. The SDMs, in turn, approached the Deputy Commissioner of Police for assistance.

The board has coordinated with the Department of Town and Country Planning (DTP), Municipal Corporation of Gurugram (MCG) and Gurugram Metropolitan Development Authority (GMDA) for demolition, and raised illegal borewells with the Haryana Water Resources Authority (HWRA). Electricity connections have been disconnected by Dakshin Haryana Bijli Vitran Nigam (DHBVN).

Regular inspections are being conducted to ensure sealed units remain shut.

“The board is taking all necessary action in accordance with prescribed environmental norms and regulations,” Tanwar said.
