Roadmap for trillion-dollar economy: UP re-initiates process to appoint consultant

Pre-bid meeting scheduled in Lucknow on March 22 at the planning department’s headquarters – Yojna Bhawan. Technical bids to be opened on April 18 at 11 am

LUCKNOW The Uttar Pradesh government on Tuesday re-initiated the bidding process to appoint a consultant to work out a roadmap to make the state a trillion-dollar economy. The timeline for achieving the target was revised to 2027, instead of 2025.

The state government’s planning department issued an advertisement to this effect in leading newspapers and on its website.

In 2018, the Yogi Adityanath-led government had begun working on making UP a trillion-dollar economy. On June 19, 2019, it floated international bids to appoint a consultant and subsequently cancelled them on March 22, 2021, saying that fresh bids would be issued soon.

Those aware of the developments then had said the decision to cancel the original bidding process was taken due to some lacunae in the process of examination/evaluation of the bidders.

According to the re-initiated process, the start date for the bid submission was Tuesday, which is March 15, 2022, 11 am and the last date to submit the bids on the tender portal was April 14, 5 pm.

The pre-bid meeting is scheduled in Lucknow on March 22 at the planning department’s headquarters – Yojna Bhawan. The technical bids will be opened on April 18 at 11 am.

During the campaigns in the recently concluded UP polls, union home minister Amit Shah had said that on returning to power, the BJP government would transform the state into the country’s biggest economy.

Prime Minister Narendra Modi had mooted the idea of making UP a trillion-dollar economy while inaugurating the UP Investors Summit-2018 in Lucknow on February 21, 2018. “Can Maharashtra and Uttar Pradesh compete with each other to become a trillion-dollar economy? Will the UP government compete with other states? More the competition, more will be the investment. This will result in the creation of more jobs and strengthen the concept of cooperative federalism,” he had said.

Modi’s observations had set the ball for trillion-dollar economy rolling and the state government began holding discussions/seminars at various levels to conceptualise the idea and work out a roadmap for its implementation.

The Indian Institute of Management, Lucknow, organised a programme titled ‘Manthan’ imparting lessons in good governance to all the ministers and senior officers on September 8, 2019.

A decision to appoint a consultant to work out a roadmap to make the state a trillion-dollar economy was taken. The state government floated the bids on June 19, 2020.
