Only 30% works announced by CM complete: RTI

Only 30% development works and projects announced by chief minister Manohar Lal Khattar between November, 2014 and November 2018 have been fulfilled, revealed information declared in response to an RTI application.

As per the data furnished by the chief minister’s office, Khattar made 7,306 public announcements about developments works to be launched in the 21 districts of the state. However, only 2,113 such announcements have been fulfilled, RTI shows.
A government spokesperson, however, said the chief minister’s performance was positive and that not only had 30% announcements been implemented, but the rest were also in various stages of implementation. He said that the data should be inferred correctly.

Gurugram-based activist Abhay Jain, who shared the information given in the RTI response, said that out of the 7,306 announcements, 219 can’t be implemented, 11 have been deferred and 2,926 announcements are pending while work is in progress in case of 2,037 announcements. “Only making announcements does not serve the purpose. It is the duty of the government to deliver what is promised,”he said.
The RTI further revealed that out of 187 announcements made for Gurugram only 44 had been actually implemented on the ground. However, it also needs to be said that 69 such projects are in progress and one has been deferred. In Nuh, the strike rate has been better as 73 projects outs of 254 have been completed.
In Karnal, which is the assembly constituency of Khattar himself, 123 out of 484 announcements have been fulfilled. The worst performer is Palwal district where only 29 projects announced by the CM have been fulfilled at a measly strike rate of 12.18%. The best performance on account of projects and programmes announced by Khattar was observed in Bhiwani where 245 announcements have been fulfilled at a rate of 42.31%.
An analysis of the yearly data furnished in RTI reveals that the Haryana government, across the state, performed below par particularly in 2018 as only 69 projects out of the 2649 announcements could be realized on the ground. However, the success rate in 2017 was 245 programmes at 24.16%, in 2016, 1,105 announcements were realized at 47.36%, while in 2015 the score was 642 programmes at the rate of 63.32%. In 2014, 52 announcements at the rate of 54.17% were completed, as per the RTI information.
Official on special duty to the chief minister Jawahar Yadav and state BJP spokesperson said that most projects announced by the chief minister were big in scale and they had a long gestation period.
“Wherever the projects need land to be acquired there is possibility of delay due to litigation, arduous process of acquisition apart from other things. Almost 60% works announced have either been commissioned or are in progress and this speaks of our intention to complete them,” Yadav said.
As far as the announcements that were made in last two years, Yadav said, “We need to find land, make funds available, tie-up with contractors and all this takes time. You can see the number of roads, flyovers and underpasses that have come up in Gurugram and across the state.”
He said the announcements which were made in 2018 and 2019 would take some time to take shapes. “CM on occasions made announcements on the demand of people and execution starts after the announcements. Despite this if government has managed to completed 30% announcements and similar percentage of announcements is in progress, it is big achievement,” Yadav said.
