Property registrations at all sub-registrar offices in Maharashtra including Pune, and revenue generation of the IGR and stamps’ office on Thursday ground to a halt even as the public data entry system - entailing uploading of citizen data for obtaining time slots for registration at any sub-registrar office - developed a technical snag. While the Pune-headquartered IGR office claimed that it was a one-day issue, the snag affected work for some hours after which it was rectified.

There are 27 sub-registrar offices in Pune and several citizens complained about very slow or no registration service at these offices, especially those under the Haveli division. A visit to the Guruwar peth, Chandannagar and Vishrantwadi sub-registrar offices revealed that citizens including lawyers, were a hassled lot on Thursday. At the Chandannagar sub-registrar office, work was completely impacted and there were very few visitors inside the office. Whereas at the Vishrantwadi sub-registrar office, there was crowding as work moved at a slow pace. It was a similar situation at the Guruwar peth sub-registrar office.

Aniruddha Mavlingkar, a resident of Vishrantwadi who was present at the sub-registrar office, said, “Citizens have been standing in queue since early morning but the work has been delayed due to some software failure. Senior citizens, women and middle-aged persons are suffering due to the technical snag since yesterday. Some people have had to take a holiday to register their property. Besides data entry issues, people faced issues related to documents, server failure, camera issues and other technical problems which must be resolved at the earliest.”

Sunita Galande, a resident of Khese park in Lohegaon, said, “We had come to the Chandannagar sub-registrar office but found that work had shut down due to some technical issue. The officials were polite but our work was affected. My husband and I had taken a holiday for registration but now, we have rescheduled it for next week.”

Suhas Mapari, deputy inspector general (information technology), said, “There was an issue related to e-KYC till 12.30 pm on Thursday. Since it is controlled by the state and centre, we have more dependency on different e-systems to function smoothly. Till 12 am on Thursday, the issue of public data entry (PDE) was resolved. However, it is our endeavour to ensure that the issues are resolved at the earliest.”

There are 507 offices of sub-registrars in the entire state for registration of documents. In rural areas, there is generally one office for every taluka.

To monitor the offices of sub-registrars, there are 34 offices of joint district registrars at the district level.

There are eight regional divisions of the department in the state at Mumbai, Pune, Thane, Nashik, Aurangabad, Nagpur, Amravati and Latur, and they are under the control of the deputy inspector general of registration.
