Hot mix plant operating secretly in Doon, says RTI activist

A hot mix plant, being illegally run on the bank of Yamuna river in Mouja Dharmawala area of Vikas Nagar locality in Dehradun district, is causing a high level of pollution and revenue loss to the state government, claimed a city-based RTI activist on Wednesday.
A hot mix plant is a system that prepares hot mix asphalt (HMA) by mixing stone, gravel and asphalt. HMA, a black-coloured material, is used in road construction.
The RTI activist, Bhaskar Chugh, said that the district administration had seized the plant last year for causing a significant damage to the ecosystem, but it has been running secretly.
“The plant was opened at the Yamuna bank about 5 years ago. Later, when complaints started coming against it, we filed RTI in all the departments concerned including local administration, pollution control board and others. All the departments replied that the plant didn’t receive any permit from them, after which it was seized on June 7 last year,” he said.
After its seizure, the complainants were assured that the plant would not be allowed to run. “On June 8 this year, some locals of the area informed us that the plant is still running covertly. It starts operating in the evening after 6 till 10 in the morning, so that nobody could come to know about it during day time,” said Chugh.
“Not only it is operating illegally, but is also involved in illegal mining from the Yamuna to grab raw material for the hot mix. It is causing huge damage to the local ecosystem by putting the hot residue in Yamuna. Because of it, the migratory birds in the area have stopped coming,” he added
Chugh claimed that he informed the local administration about it, but so far no action has been taken in the matter. A local resident, on the condition of anonymity, said, “Authorities are fearful of taking any action against the plant owner because he has connections with a state-level influential leader of Congress. Last year too, the plant was seized after directions were issue by Prime Minister Officer for it.”
Tehsildar of the area, Prakash Sah, to whom Chugh had informed about the illegal operations of the plant, said that the issue has come to his knowledge. “Yes it has come to our knowledge. We will investigate the matter that how after seizure, it is being operated there. Proper action would be taken against it after investigations,” he said.
