In dispute over water, brother of councillor shot dead in Delhi’s Sangam Vihar

Police say a scuffle broke out over objection to laying a water connection from a Delhi Jal Board pipeline near the home of brother of councilor.

In Delhi’s Sangam Vihar, one of the country’s largest unauthorised colonies where the government has failed to provide piped water connection to all houses, a local councillor’s brother was shot dead following a dispute over drawing water.

The victim, Kishan Bhadana(45), brother of councillor Suresh Bhadana, who represents the CR Park ward, was shot dead on Thursday evening by his neighbours. Police have arrested five persons from the same family. The deceased Kishan’s son has also sustained a gunshot injury on his hand.

Police have identified the main accused as Babli (38) and his father Rampat(54). Deputy commissioner of police (south), Romil Baaniya confirmed that at around 8pm on Thursday, there was a dispute between Kishan and the accused person in Sangam Vihar’s B block.

DCP Baaniya said Kishan was laying a water connection from a Delhi Jal Board pipeline near his home to which Babli was objecting. This became the reason for murder, he said. In Sangam Vihar, there are over 15 lakh residents. Not all residents have Del Jal Board water pipes directly connected to their homes.

A police officer said that at around 6pm when Kishan, his wife Suman and her two sons, Manish and Sagar were laying a pipeline to their house, Babli and his father objected.

“Rampat and his son Babli who live in the neighbourhood, objected to the laying of pipeline in front of their house. They wanted Kishan to lay the pipe away from their house. This led to an argument between the two families which was temporarily sorted. Around 7.40 pm, when Kishan, who works as a property dealer, returned from his office, Babli, Rampat and three other family members approached Kishan and had an argument which soon turned violent. During this, Babli took out a pistol and fired gunshots, one of which hit Kishan in his abdomen,” the officer said.

Kishan Bhadana’s wife Suman, who said she is an eyewitness, said that as soon as she along with her two sons rushed down, the men shot at her son Manish, who sustained a gunshot injury in his right elbow. “Babli was accompanied by a number of men most of them his tenants, who were throwing bricks at us. My mother-in-law and younger son Sagar both sustained severe injuries. It was a public killing. A lot of people were there,” she alleged.

The DCP said that accused Babli and his brother also got injuries during the scuffle. Based on the statement of victim Manish a case of murder, Arms Act and under other sections has been registered at Sangam Vihar police station, Baaniya said.

Police said Kishan who had been admitted to the nearby Batra hospital succumbed to his injuries on Friday afternoon. Police said Babli who had fired the shot was also admitted to hospital with injuries during the scuffle. Police said they would formally arrest him once he is discharged. Babli’s father Rampat, siblings Gagan, Kannu and Kaviraj have been arrested.

A number of BJP MPs like Ramesh Bhiduri and Meenakshi Lekhi also were present at AIIMS Trauma centre along with the councillor Suresh Bhadana where Kishan’s body was handed over to the family after post mortem, for last rites.
