In a note to JPC chairman and Congress MP PC Chacko, DMK parliamentary party leader TR Baalu said the attempt was to make ex-telecom minister A Raja a scapegoat in this scam.

The DMK note said the Prime Minister was fully aware of the functioning of 2G licensing but the panel chose not to examine him or Raja who was ready to depose and explain the facts.”Details have been gathered (by the JPC) to suit a particular decision,” Baalu said.
