The Union cabinet on Wednesday gave approval to constitute a second judicial commission over the brutal gangrape of the 23-year-old girl.

The one-member commission will be headed by retired Delhi High Court justice Usha Mehra. It will look into various aspects of the shocking incident, find out the lapses and fix responsibility of officials.

The Mehra panel will not look into the post-incident protests and the clashes between the cops and protesters at Raisina Hill.
