The Opposition will also target the ruling Congress on its determined approach to allow Foreign Direct Investment (FDI) in retail in the Capital. The four-day monsoon session of the Delhi assembly will commence on December 11.

Leader of the Opposition in Delhi assembly Vijay Kumar Malhotra said the Delhi government led by chief minister Sheila Dikshit had failed to address the problems of Delhi residents.

"The residents of Delhi are forced to live in miserable conditions. Though provisional regularisation certificates were distributed to unauthorised colonies four years ago, little has been done. The government is misguiding the people by putting up huge hoardings and giving big advertisements in newspapers," said Malhotra.

The Delhi government regularised 895 of 1,218 unauthorised colonies, which were given provisional regularisation certificates just before the assembly elections in 2008.

With the assembly elections exactly a year away, unauthorised colonies will be the biggest issue between the government and the Opposition in the assembly and even outside.

Malhotra said the BJP legislative party had given a list of 31 issues to the government demanding discussion during the four-day session.
