Appearing before a special bench headed by justice RM Lodha, attorney general GE Vahanvati said the Centre’s role was limited to identifying the blocks and that the rest was done by the states.
The bench directed the seven states — Madhya Pradesh, Andhra Pradesh, Odisha, Jharkhand, Maharashtra, Chhattisgarh and West Bengal — to file their response on four questions framed by it by October 29.
