According to sources, certificates will be issued in phases.
Urban development minister AK Walia said the government had prepared a final list of colonies that would be regularised, which would be sent to the lieutenant governor for approval.
“We have completed work on the final list of colonies that will be regularised first. All the colonies will be regularised in phases,” said Walia.
Once the list is approved by the lieutenant governor, it would be sent to the Centre for its nod.
A list of the colonies will also be sent to the three civic bodies.
Initially, around 930 colonies will be issued certificates as they have clearances from all the agencies concerned, according to officials of the urban development department.
A departmental exercise will determine whether a colony is built on public or private land.
Sale and purchase of properties will be allowed in the colonies after regularisation certificates have been issued. These colonies will also be liable to pay property tax.
Owners of properties built on public land will have to pay the cost of the land in order to become eligible for regularisation certificates.
According to Delhi government officials, colonies on public land will have to pay R575 per sq m. A penalty of 10-15% will be levied on colonies that are in proximity to approved colonies.
Development charges at the rate of R200 per sq m will also have to be submitted by all the colonies.
